That commitment recently led Chief Administrative Officer Jamie Riojas and Director of Technology System Support Shannon Caton to complete the internationally recognized Prosci Change Management Certification, earning the designation of Change Practitioners.

The certification equips leaders with a research-based framework for helping organizations successfully navigate change by focusing not only on new processes and technology, but also on the people experiencing those changes.

Putting People at the Center of Change

“Successful organizational change only happens when people are supported through the process,” Riojas explained. “Whether we’re implementing new technology, improving processes, strengthening compliance, or responding to changes in child welfare, success requires intentional planning, clear communication, leader alignment, staff engagement, and follow-through.”

At the heart of the Prosci methodology is the ADKAR® Model, which focuses on five building blocks that help individuals successfully adopt change: Awareness, Desire, Knowledge, Ability, and Reinforcement. Rather than simply launching new initiatives, the framework provides organizations with practical tools to build understanding, confidence, and long-term success. For EmberHope, those principles have applications across every area of the organization, ranging from technology implementation and operational improvements to workforce development and quality initiatives.

“Change is not simply about introducing a new process or expectation,” Riojas shared. “It’s about helping staff understand the purpose behind the change, feel equipped to carry it out, and stay supported long enough for the change to become part of everyday practice.”

Building a Culture of Continuous Improvement

Caton sees the certification as an opportunity to strengthen not only future technology initiatives, but also EmberHope’s overall approach to organizational change.

“I am excited about the opportunity to integrate ADKAR into our Evolv, AI, and future technology initiatives,” Caton stated. “By placing equal emphasis on people and technology, we can create thoughtful, sustainable change that strengthens adoption, improves outcomes, and maximizes the value of our technology investments.”

Beyond individual projects, Caton believes the framework can become part of EmberHope’s organizational culture.

“I am equally passionate about helping leaders and staff understand and apply the ADKAR framework so that it becomes part of our organizational culture,” she explained. “By building agencywide knowledge and capability in change management, we can establish a consistent, repeatable approach to leading change that improves project success, enhances the employee experience, and ultimately enables us to better fulfill our mission of helping children and families thrive.”
